We were doing inventory of California Chapter Order of the Eastern Star Wild Lily #18 and found a similar flag with 8 stars. Since we weren't sure what it was for, I posted it to social media asking for ideas. A veteran and friend of mine suggested it was a blue star flag.
So when searching blue star flags and Masons, I found your blog post. I think we have likely found what the flag is for now.. Although I don't know how I'd trace WEI or WWII origin.
The one we have doesn't have any masonic imagery, just the red border worth white and 8 stars.
